What is WPI?
Wholesale Price Index measures the average change in prices of commodities at the wholesale level over time. It is different from the Consumer Price Index, which measures prices relevant to household consumption.
WPI primarily tracks goods rather than services. The index includes agricultural and other primary commodities, fuel and power, and manufactured products.
The current series uses 2022-23 as its base year, with the base index set at 100. If the index rises from the base level, it indicates that the prices represented in the basket have increased compared with the base period.
The inflation rate generally discussed in economic data is the year-on-year change in the WPI index.
What are the 3 major components of WPI?
The new WPI series has three principal groups.
Primary Articles
Primary Articles carry a weight of 22.76%. The group covers categories such as food articles, non-food articles and minerals.
Prices of agricultural commodities can have an impact on this group. Weather, crop production, supply disruptions and seasonal changes can therefore influence Primary Articles inflation.
Fuel and Power
Fuel and Power has a weight of 14.11%. The revised structure includes major energy-related categories such as coal and lignite, mineral oils and electricity.
An important change is that Crude Petroleum and Natural Gas has been shifted from Primary Articles to Fuel and Power. The government said the move provides a more coherent structure because the group already contains other major energy categories such as coal, electricity and petroleum products.
The new series also incorporates solar, wind and nuclear electricity into the electricity basket.
Manufactured Products
Manufactured Products have the largest weight at 63.13%. This group covers a wide range of industrial products, including food products, textiles, chemicals, metals, machinery and other manufactured goods.
Because it accounts for almost two-thirds of the index, movements in manufactured-product prices can have a significant influence on headline WPI.

How is WPI calculated?
WPI is a weighted index, which means commodities with a larger share in the economy have a greater influence on the overall index.
Under the new 2022-23 WPI series, the government uses the Gross Value of Output (GVO) to determine these weights. This gives more importance to the value of goods produced within India. The earlier 2011-12 series used a different method that also considered imports and exports.

Primary Articles inflation stood at 8.52%, while Fuel and Power inflation was 20.05%. Manufactured Products inflation was 8.29%.
July data therefore shows that the headline number is being influenced by very different price movements across the major components. Fuel and Power remained the strongest source of inflation among the three broad groups.

What are the limitations of WPI?
WPI is useful, but it should not be mistaken for a cost-of-living index. It does not measure the prices households actually pay across their entire consumption basket and does not cover services in the way CPI does.
Another limitation is commodity volatility. Large changes in energy or agricultural prices can cause substantial movements in headline WPI even if underlying price pressures elsewhere remain more stable.
The 2026 methodology revision creates another consideration. Analysts need to know whether they are using the new 2022-23 series or historical data from the previous 2011-12 framework.
For a complete inflation assessment, WPI should therefore be read alongside CPI and other economic indicators rather than treated as a standalone measure.
