Domestic sugar prices have risen sharply over the past month. To keep sugar prices under control ahead of the festival season, the government has reduced the stock limit for bulk sugar buyers from 30 days to 15 days.
The new restriction will apply from September 1 to November 30 to dealers consuming more than 10 metric tonnes of sugar per month. The move is aimed at preventing hoarding and improving sugar availability in the domestic market.
Sugar Prices Rise Ahead of Festival Season
The all-India average ex-mill sugar price rose to around ₹5,400-5,500 per quintal this week, compared with about ₹3,900 per quintal a year earlier.
Retail prices have also increased. The average retail sugar price stood at around ₹52.30 per kg on August 18, up about 13% from ₹46.34 per kg a year ago.
The rise comes as demand usually picks up between August and November. Food and beverage manufacturers, including biscuit and confectionery companies, tend to build inventory ahead of the festival season.
Government Cuts Permitted Inventory
The government had already limited dealers to holding 30 days of sugar inventory last month. However, prices continued to rise as supplies became tighter.
The latest order cuts the permitted inventory period to 15 days for bulk consumers using more than 10 metric tonnes a month. The government expects the move to discourage large inventory holdings and increase the amount of sugar available in the market.
Import Rules Also in Focus
The latest step follows reports that the government was considering additional measures to increase domestic sugar supplies and control prices.
These measures could include limited duty-free sugar imports and tighter stockholding rules for bulk traders. India currently levies a 100% import duty on sugar. Any reduction in the duty could allow imports into the country for the first time in nearly a decade.

The government's measures could put some pressure on sugar producers even as higher domestic prices support their earnings.
